symbols/de: improve alignment of basic layout, and replace words "Mod3"/"Mod4" in Neo comments
The first patch improves the vertical alignment of the basic German layout.
And the second patch replaces the confusing use of "Mod3" and "Mod4" in the comments of the Neo layout with other words, so that the comments make more sense to people who are not users of the Neo layout but just read the XKB files.
