condense and harmonize the pakistani layouts (v2)

The first patch removes redundant lines and improves two comments.

The second patch replaces the long-form Unicode codes with the shorter Unnnn ones.

The third patch reduces whitespace and improves alignment.

And the fourth patch makes the Unicode codes use uppercase hex consistently.
