meson: fix default value for the xorg symlinks

Peter Hutterer requested to merge whot/xkeyboard-config:wip/default-symlinks into master

Documented as default=false but the actual default value was true. The intention of this was to default to false (since these have been deprecated since 2005) and have those that require it enable it explicitly. See ff3dcb93.
