Latvian Apostrophe variant improvement

This is to improve usability of Latvian apostrophe behaviour which would match (at least be similar) Windows behaviour. To allow modify letters while holding SHIFT, to have easier and much better workflow to write modified letters while holding SHIFT instead of getting double-quote in front of uppercase letter.

This also matches F key variant and some Dvorak variants in Latvian keyboard layouts.

Possibly this improvement could be done to tilde variant as well, but I haven't used it since very long time ago.
