Revert changes to Bulgarian quotes mapping to AB08 and AB09
After the discussion in #239 (closed) did not come up with a better solution, this PR reverts the Bulgarian quotes mapping to the state before the changes in !52 (merged) and !115 (merged).
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
