change layout names

A layout name given by me (Indic IPA) was changed by somebody without even letting me know about the change. It should be as it was earlier. Marathi (enhanced InScript) layout's description should be in Marathi. I myself had changed it before, but that was my mistake. It is in English in the symbols/in, but as suggested by @whot in this issue, the base.xml file should use the correct Marathi spelling.
