Add Old Turkic layout
This merge request adds Old Turkic keyboard layout.
I've realised that the previous MR squash got reverted while pushing to remote (always asking for merging the previous state), so a thought a clean one is better.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
