Fedora 20 , Cant enable the Euro Symbol to the Canadian French (CA) layout

There are two problems that I am encountering with Fedora20 and with Debian wheezy.
I use two keyboard layouts, latam for latin America and ca for Quebec Canada
When I ask to show me the layout, within Fedora20, the layouts are based on the USA keyboard layout pc104, and not on the pc105 layout. There is a key missing from the qwerty presentation between the Z key and the left shift up key. That same layout went missing about 2.5 years ago
Debian wheezy has it right in that the layout is correct. Fedora has it wrong for the past 2.5 years. I was filling this bug with Fedora for every release, and they did not escalate to verify and file the bug here. I, an end-user are doing it for the Fedora Linux community.
The second issue is the desire to add the euro symbol to the alt-3 level on the E key and to add the yen to the alt-3 Y key. These two currency indicators are in use by 1500 million people. The European community has been in existence for more than 10 years, and it is time to have a (alternate) layout, which permenantly includes these two currency symbols.
I have been posting the problem with Fedora, beginning with F18. No action, except with Fedora 20, when I finally got sent here to do what should have been done by Fedora.
The following attachment is a revised gui ca layout at AD03 and at AD06 I will follow link http://www.freedesktop.org/wiki/Software/XKeyboardConfig/Rules to see if I can bring the missing euro and yen characters to the tty layout.
Sorry if I am wordy, but 2.5 years of inaction by Fedora, is it really my misunderstanding about bug reporting in Fedora?
