Rename text/x-tcl to text/tcl

Alex Henrie requested to merge alexhenrie/shared-mime-info:tcl into master

Section 18.2.2 of the HTML 4.0 specification gives "text/tcl" as the MIME type for Tcl and no later standard has changed that.
