Section 18.2.2 of the HTML 4.0 specification gives "text/vbscript" as the MIME type for VBScript and no later standard has changed that. Internet Explorer also accepts the nonstandard type text/vbs for these files.
VBScript programs are still kicking around, supported by Internet Explorer on Windows and Wine on Linux.
