tinywl: Properly handle cursor motion when button is held.

When the mouse button is pressed on a view, say for selecting text or scrolling, and the mouse exists the view the cursor freezes until it comes back on to the view which is not expected. This fixes that and since many compositors use tinywl as a bases this should fix them as well (ie: dwl, etc).
