libseat session backend

libseat provides logind, seatd and embedded seatd ("direct"-style) seat management backends.

This WIP PR merely adds libseat as an additional backend to aid libseat/seatd testing, while the true end-goal is to remove the pluggable session infrastructure entirely, offloading that to libseat.
