foreign-toplevel-management: add 4 new states

Consolatis requested to merge Consolatis/wlr-protocols:feature/wlr_foreign_toplevel_new_states into master

This adds 4 new states to improve window management capabilities of taskbars. The 4 new states are:

  • always_on_top (above)
  • on_all_desktops (sticky)
  • rolled_up (shade)
  • urgent

Are there any states missing that are needed in practice?
