man: improve gbm-format doc, and couple clean-ups

gbm_format and pageflip-timeout options are specific to DRM-backend, so they are moved to weston-drm(7) man page.

gbm-format gets better doc and is extended to output sections as well.

Delete the final(?) mention of tablet shell.
