running-weston.rst: Document how to run weston as user service
Describes how to run weston as a systemd user service.
Stolen (some) services described in !438 (closed) and tried them out to make they work out correctly. Added some minor adjustments.
Unrelated to that, add a patch to remove the year from doc pages (footer) and use libweston version.
