docs: Describe libseat for weston launch

Kenny Levinsen requested to merge kennylevinsen/weston:document_libseat into master

Makes a simple note of how to use libseat for logind and seatd use. It also mentions how to start seatd, and that it can be used for remote starts as well.

It currently replaces the talk about the current logind launcher, as I felt having both added confusion, especially if we plan to go for mandatory libseat support.
