Dpms in remoting plug-in and installing headers for pipewire and remoting

Marius Vlad requested to merge mvlad/weston:dpms-remoting-and-plugins-headers into master

Fairly mechanical change, to add DPMS in remoting plug-in and install the headers for both pipewire and remoting.

A follow up from here would be to add some kind of header installed alongside libweston as to allow users to check if functionality was built or not in libweston, but that is for another day.
