Expose keyboard devices with the XKB_FIXED_LAYOUT udev property via the text-input protocol

Some devices are registered as keyboards but expect a specific key map to be set which is specified with the XKB_FIXED_LAYOUT udev property. Those devices should be supported by translating the keyboard events to a string with the fixed layout and sent to the client with the text-input protocol.
