gitlab: make issue template the default

Simon Ser requested to merge emersion/wayland:default-issue-template into main

The issue template is hard to notice because it's not the default. Users have to explicitly select it from the easy-to-miss dropdown to get the warning.

Make the template the default one, so that new users are less likely to miss it.
