protocol: clarify defaults with wl_compositor@v6

Kirill Chibisov requested to merge kchibisov/wayland:wl-surface-clarify-v6-default into main

This should be sufficient for clients to not decide to fallback to output based logic to determine scaling/transform when compositor doesn't send any of the v6 events.
