Add a triage-policies file for bugbot

With a default template for the common case of "this is not a protocol bug".

If we sign up for bugbot handling then all we need to do is set the bugbot::not-wayland label on a bug to get this comment added and the issue is closed by @bugbot. Which means no more repetitive typing of the same few comments.

Happy to reword the template.
