External Monitor is not detected on nVidia Advanced Optimus

I read the notice here in the bug report, and if this bug looks like it belongs somewhere else, please be kind to me and tell me where to go with it.
The hardware showing this issue is a Sager NP8775E laptop, and it has two graphics cards inside. One iGPU in the CPU itself that drives day to day tasks, and an nVidia RTX4070 dGPU for gaming. Between these GPU's and the laptop screen there is a MUX that determines which GPU is outputting to the laptop screen, and then there is also an HDMI port on the laptop that is wired directly to the nVidia GPU.
In Windows and on X11, this port works as expected, ie: when you plug a monitor into the HDMI port, the monitor is detected and the nVidia GPU fires up and then starts outputting to it.
Under Wayland, anything plugged into this port is not detected. Nada, nothing, ziltch. I can force output to this port by going into the BIOS of the laptop and turning off the iGPU. Wayland then thinks that both the external monitor and internal monitor is one monitor, and outputs the same signal to both outputs, and I can't change that in the Display properties.
Does this sound like a bug in Wayland? How can I check if it is or not?
I have an open thread with nVidia support on this issue, and if you feel it's a driver issue, or you can help me prove that it's a driver issue, then I can escalate on that side.
