ci: Switch to using ci-templates

Peter Hutterer requested to merge whot/wayland.freedesktop.org:wip/ci-templates into main

This makes builds more reliable, we don't rely on every package being available or pick up every bug on the way.

For reasons I can't figure out, the current pipeline only installs some of the packages, causing the build to fail. Not sure why that is but switching to templates is the better option IMO anyway.
