xdg-toplevel-drag: clarify offset is relative to the toplevel geometry
requested to merge nickdiego/wayland-protocols:xdg-toplevel-drag/offset-relative-to-surface-geometry into main
The current description is not clear about it, though the only available implementation works like that, so make it explicit in the protocol description.
