Draft: Adding protected_content value in content-type enum

Adding an enum value to the content-type protocol to enable specifying that the content is hardware protected.

When content requires hardware protection, it may not be possible for compositor to blit/rasterize the content of the surface in primary plane and may require overlay promotion of different kind of handling by the compositor.
