vkr: fix VK_KHR_synchronization2 dispatches

This fixes !949 (merged). I had the wrong impression that the vkr side entries were added in the prior 1.3 effort...

Test: dEQP-VK.synchronization2.* passes 100% with mesa/mesa!19046 (merged)

  Warnings:      0/49781 (0.0%)

Follow up: update venus-protocol to log and set CS fatal when dispatching to NULL
