Draft: vrend: Add GL_EXT_texture_view to the texture_view feature extension list.

I haven't had the time to check the full spec of GL_EXT_texture_view, because sometimes similar named extensions have minor but important differences. So rechecking that (if anyone else feels like doing so) should be done before this is merged.
