meson: Create vperfetto_min.a as sub-project when it can't be found

Gert Wollny requested to merge gerddie/virglrenderer:perfetto-integration into master

In order to enable building virglrenderer with perfetto with tracing support on platforms where vperfetto_min.so is not easily available pull the project into the source tree and build the required parts as a static library.

Use vperfetto_min from https://gitlab.freedesktop.org/gerddie/vperfetto-min
