vrend: Prioritize GL_PRIMITIVE_RESTART over GL_PRIMITIVE_RESTART_NV.

Max R requested to merge max8rr8/virglrenderer:fix_nv_primrestart into main

On nvidia drivers on most sytems both GL_PRIMITIVE_RESTART and GL_PRIMITIVE_RESTART_NV are availible. Using GL_PRIMITIVE_RESTART_NV on gl_ver > 30 fails with Invalid operation, while GL_PRIMITIVE_RESTART works fine.

This also fixes problems with virtio-gpu on windows with nvidia renderer.
