ci: Uprev Mesa to the latest version with expectations update (and migrate from wget to curl)

Sergi Blanch Torné requested to merge sergi/virglrenderer:wget-to-curl into master

The task of gfx-uprev bot has been stopped due to migration in mesa/mesa from the use of wget to the use of curl (see "ci: migrate from wget to curl").

So I did the equivalent migration in virglrenderer, but to work, it has also to include an uprev of mesa to have the changes on both sync. This uprev has required updating the expectations in piglit jobs (all 4 {gl,gles} and {host,virt}).
