vkr: bring in protocol fixes and add support for VK_EXT_pci_bus_info

• 1st commit brings in venus protocol fixes as well as support for VK_EXT_pci_bus_info
• 2nd commit removes the unnecessary scrubs for the host driver info and there's no concern exposing those specific bits to the guest as the guest already knows most of them
• 3rd commit adds support for VK_EXT_pci_bus_info
