Move upower support out of amdgpu action and into the daemon

This is an alternative way to accomplish some improvements of !168 (closed).

Update the amdgpu action and the amd-pstate driver both to respond to AC vs DC from the daemon.

This doesn't update the intel-pstate driver as there are reports of performance issues.
