color: fix my misunderstanding of content EDR

Rewrite the spec to remove the 80 nits/SDR constant and better underline that the content EDR is completely relative as well.

Write docs that explain EDR.

Add placeholders for PQ and HLG docs, and todo for HDR gamut metadata.
