platform/x86/amd: pmc: Extend 10-20ms s0i3 workaround to all platforms

commit e4678483 ("platform/x86/amd: pmc: Add a workaround for an
s0i3 issue on Cezanne") introduced a workaround for high power consumption
during s0i3 on Cezanne based systems after an ACPI evnt.

Benjamin Chang reported a very similar issue on Rembrandt too, under
similar circumstances. So extend it to cover all platforms.
