platform/x86/amd: pmc: Extend 10-20ms s0i3 workaround to all platforms

commit e4678483 ("platform/x86/amd: pmc: Add a workaround for an
s0i3 issue on Cezanne") introduced a workaround for high power consumption
on cezanne based systems.

A high power consumption issue was reported on Rembrandt too.
This might be needed for more than just Cezanne, so extend it to more
platforms.
