packaging: add linux qemu-guest-agent packages

In order to allow to migrate linux Guests from other virtualization systems to oVirt we need to allow ovirt-ansible-v2v-conversion-host to install the Linux qemu-guest-agent.

We are providing the linux agents for:

  • Debian
  • CentOS / EL 6
  • CentOS / EL 7
  • Fedora 28
  • OpenSuSE Leap 15.1
