build: Install ACL helper in libexec directory

Frediano Ziglio requested to merge fziglio/spice-gtk:mr_libexec into master

The executable is not intended to be called by users. Many distributions already relocate the executable to another directory. This fixes Gitlab issue #123 (closed).
