SteelSeries Arctis Pro defaults to "Chat" instead of "Game"

I'm using a SteelSeries Arctis Pro USB (1038:1252 - not wireless), which has both "Chat" and "Game" outputs, and a hardware knob to mix between them. This is mostly working with pulseaudio 5d70f122, with one small nit—the priority between the "Chat" and "Game" outputs is backwards.

The behavior I want is for most apps to default to the "Game" output, and I can manually configure a few voice chat apps (e.g. Discord) to use the "Chat" output. But what I'm seeing is the opposite—all applications default to the "Chat" output, meaning I have to manually switch outputs for every app on the system.
