ASUSTeK PRIME X399-A no sound input from builtin chipset or (USB adapter Sharkoon SB-1)

Summary
On the ASUSTeK PRIME X399-A motherboard (AMD X399 chipset), the detected microphone does not actually record the voice. When the input device is listened to using some application, only noise or scratches on the attached microphone's wind shield can be heard. The USB adapter Sharkoon SB-1 doesn't work at all. The issue occurs regardless of the attached microphone.
Recording sound using a Logitech C910 webcam works (so the problem is probably not a general issue with pulseaudio).

Steps to reproduce
- Attach microphone
- use arbitrary software to listen to sound input
- Speak into the attached microphone and listen to it using headphones, for example
- Scratch the microphone's wind shield
- Do not hear your voice but only the scratches
