Decreased volume loudness in headphones with same mixer values

Volume loudness in headphones is significantly decreased on first boot and after sleep
environment
Laptop HP Omen 15 dc0051nr. Tested on Arch Linux (latest updates, clean pulseaudio/alsa installation) and on openSUSE Leap 15.1 (clean installation)
Steps to reproduce
First case
- Plug in headphones
- Boot into OS
- Play some music (loudness will be decreased but mixer shows same value)
- Reconnect headphones and bug will be fixed (mixer level won't be changed and still the same)
Second case
- Play some music thru connected headphones (remember loudness)
- Put Laptop/PC to sleep
- Wake up Laptop/PC
- Play some music (loudness will be significantly decreased)
- Reconnect headphones (after connecting, loudness will be restored for only 1 second)
What is the current bug behavior?
Volume loudness in headphones is significantly decreased (by ~50-70%) after sleep and can't be restored until reboot. Volume loudness in headphones is significantly decreased (approx by ~50-70%) after boot if headphones are connected at boot.
Reconnecting headphones in last case fixes the bug. Reconnecting headphones in first case fixes the bug only for 1 second.
Volume mixer shows same values before and after sleep.
What is the expected correct behavior?
Loudness should not be changed after sleep and on first boot with connected headphones
