Application gets noise cancelling applied to
Summary
Over the past few months, watching youtube videos has been awful. Whenever the person goes quiet for a few seconds, the volume automatically lowers to suppress the background music, meaning they are inaudible when they start talking again. This does not happen with youtube on windows. It also happened on twitch and while using firefox instead of chrome, which means my system audio was the only place it could be going wrong.
What I've tried to fix it:
- set ignore_dB=1 in default.pa and system.pa
- set enable-deferred-volume=no in daemon.conf
- check alsamixer if there's some setting I missed there
- close all other running applications
- reboot
So far, none of these have fixed the issue.

Steps to reproduce
No clue, I've just had a working system for years until what I'm assuming was a pulseaudio update broke it.
What is the current bug behavior?
Audio from applications is automatically noise-suppressed.
What is the expected correct behavior?
Audio works as normal.
