switch-on-port-available doesn't appear to work as of 13.99.3

Summary

In otherwise identical conditions, on a Dell laptop, PA 13.99.2 switches to headphones when plugged in (as it should), while on PA 13.99.3 speakers remain active. Originally reported on Arch Linux Forums, decided to post here when it turned out that I'm not the only one with this issue, so this is a potential regression.
