Use typographic quotes in pavucontrol for track names instead of straight single-quotes

pavucontrol somehow shows the playing track name and artist:

...but shows this as:

'Mamboleo' by 'Elissa'

Instead it would look much nicer if it was a translatable string like this, with typographic quotation marks and markup for italics:

“%track_title” by <i>%track_artist</i>

(or something like that, I don't remember if that would be valid syntax, but you get my point)
