please allow multiple instances running

Release notes of version 4 state:

"There can now be only one pavucontrol window open at a time. Trying to start pavucontrol for a second time brings the first window to foreground."

This is a major usability nightmare for me. I used to have one instance for recording and one for playback control open. Now I have to switch back and forth between tabs.

This is especially annoying when using a web-tool for conference calls that do not show the audio level of my microphone.

Please add a switch to allow running multiple instances again. Thank you.
