Add H.273 CICP notes

Pekka Paalanen requested to merge mr/h273 into main

Add some generic introduction, since we will have at least two Wayland extensions using these enumerations directly.

The main purpose is to document which pixel formats are compatible with which MatrixCoefficients, and how to read the complicated spec.

Turns out the table is pretty boring, but that's nice.
