Poppler does not detect text in PDF where Acrobat Reader does

My Samsung MFP can scan and OCR directly to PDF. The ocr'd text is selectable and copyable in Acrobat Reader. However, poppler doesn't detect any text, neither using pdftotext nor any of the poppler-based GUIs (Okular, Evince).

An example is attached, as well as a screenshot showing text selection in Acrobat Reader on Windows.
