SUID bit removed after chown

Jan Rybar requested to merge jrybar/polkit:meson_postinstall_script_flip_chown into master

Running chown after chmod removes SUID bit from setuid binaries. This renders polkit-agent-helper-1 (polkit shell agent) malfunctioning.
