Some Windows/MSVC build fixes

Peter Williams requested to merge msvc-cairo-fixes into master

These fixes come from the conda-forge build of poppler on Windows. I believe that they're basically needed because conda-forge provides Cairo on Windows, which activates a lot of code that isn't currently built on the MSVC CI instance.
