access-portal: re-evaluate permission when a camera is added
When a new camera is added, go over all clients and update the permissions for the new camera.
This makes it possible to plug in a new camera and make it visible to the portal apps.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
