scripts: add bluez-midi monitor and its configuration
Add support for BLE MIDI devices and local endpoints.
Disabled by default for now, as the feature currently faces some DBus/SELinux policy issues e.g. on Fedora.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
